The Master Plan for Aging: What It Is and How CRC OC Services Support It

We all hope to age—and help those we care for, age—with dignity, independence, and peace of mind. But trying to accomplish this on our own can quickly become overwhelming, and sometimes, even a burden. The truth is that proper planning and support are essential for healthy aging. 


That’s where California’s Master Plan for Aging (MPA) comes in. A statewide roadmap designed to ensure that older adults and people with disabilities can age safely, confidently, and with the resources they need.


At the same time, local organizations like the California Caregiver Resource Center, Orange County (CRC OC), are working to turn the Master Plan’s goals into reality on the ground. 

What Is the Master Plan for Aging?

Adopted in 2021, the Master Plan for Aging is a bold vision for transforming how the state of California approaches aging and caregiving over the coming decade.


At its core, the MPA aims to:

  • Promote healthy aging by emphasizing wellness, preventive care, and accessible healthcare.

  • Expand housing and community living options so older adults can age in place safely and affordably.

  • Improve long-term services and supports to meet the diverse needs of older adults and people with disabilities.

  • Ensure equity and inclusion for historically underserved populations, including communities of color, low-income seniors, and those with disabilities.

  • Strengthen the caregiving workforce to provide high-quality support for those who need it most.


The plan serves as a framework for both state and local governments. It's meant to guide the creation and improvement of policies, programs, and services that affect the daily lives of older adults and their caregivers.

How CRC OC Brings the Master Plan to Life

While the Master Plan lays out goals for the state, CRC OC helps families make it real in their daily lives through:

Caregiver Support and Education

Family caregivers juggle countless responsibilities—and as a result, wear many hats. CRC OC offers seminars, workshops, and conferences that address the health, legal, and emotional needs of caregivers.


In turn, caregivers can learn skills and strategies, understand health and long-term care options, incorporate self-care into their routines, and reduce the likelihood of burnout.


Additionally, we help caregivers and families navigate the often-overwhelming process of care coordination—helping them feel better prepared and confident when working with care teams.

Respite Services

Everyone needs a break now and then. CRC OC connects caregivers with respite options so they can rest, recharge, or handle personal errands or needs without worry. Sometimes, a brief period away from the caregiving identity is enough to spark peace and relief.

Counseling and Guidance

Caregiving brings out an array of emotions. CRC OC provides counseling, access to a Family Consultant, and support groups to help caregivers process stress, guilt, and other challenges, ensuring they feel seen, supported, and less alone.

Connections to Local Resources

From referrals to various community resources to tip-sheets, CRC OC acts as a bridge—helping families find the resources they need without feeling lost or overwhelmed. 


Imagine a caregiver balancing work, raising children, and caring for an aging parent. CRC OC might provide training on home care, connect them to respite services for a much-needed break, and guide them toward long-term care planning.
